Borrowing an analogy from chemical reactions, Young defines a rate-limiting step as the component whose speed or difficulty governs the performance of the entire system. The learner first performs the complete skill and identifies the component that most constrains the result. That component is then isolated in a drill so attention is no longer divided among every simultaneous demand. A language learner whose conversation is constrained by vocabulary can train vocabulary; a mathematics learner may target algebra errors or one missing intuition; a speaker may focus only on pacing. After focused practice, the component must be returned to whole performance and reassessed. The goal is not permanent fragmentation but removal of the current bottleneck, which may reveal a different limiting step next.

In the wild
A learner already speaks regularly but repeatedly lacks the words needed to continue. Vocabulary is therefore the rate-limiting step. Focused vocabulary practice is added, then its value is tested in further conversation rather than judged from flashcard performance alone.
→ More vocabulary removes the immediate constraint on conversational fluency.
A speaker who is managing content, audience, posture, and timing at once cannot devote much attention to pace. The speaker temporarily drills only whether delivery is too fast or too slow, then returns to complete talks.
→ Focused attention improves one component before it is reintegrated with the rest of the performance.
